ci: GoReleaser multi-platform binaries - #2

Run tests on PR/main and publish binaries from SemVer tags. Split the index lock so Windows cross-compiles. release.sh now only tags and pushes; Actions attach archives.
modernc WAL hits SQL out-of-memory on GitHub-hosted Windows runners. Keep a Windows build job; GoReleaser still cross-compiles windows/amd64.
