The release-readiness test still required .github/dependabot.yml, which was intentionally removed in 5face89 (stop Dependabot version updates), leaving CI red on main. Assert the file is absent instead, codifying the no-Dependabot policy.

Align the README license section with the standard wording used across the other repositories (GNU General Public License v2.0, or later).
