Add a profiling and tracing page to the manual - #7953
Add docs/sphinx/manual/profiling_and_tracing.rst, a usage guide for the tracing backends:
Choosing a backend (Tracy, ITT API or APEX). Only one can be enabled.
Tracy: building HPX with Tracy, building the profiler, naming tasks (HPX_WITH_THREAD_DEBUG_INFO, hpx::annotated_function, with_annotation), capturing a trace, and what the zones, fibers and messages on the timeline mean. Also distributed runs and parcel ids, lowering the overhead, and adding your own frames and zones.
ITT API and VTune: building against ittapi or VTune, turning the events on at runtime (hpx.use_itt_notify), and what the backend records.
APEX: moved from optimizing_hpx_applications.rst, updated to use HPX_WITH_FETCH_APEX instead of the old git submodule text.
optimizing_hpx_applications.rst now links to the new page. The optimizing_with_tracy label is kept, so old links still work.
building_hpx.rst: the HPX_WITH_ITTNOTIFY entry now says what is needed to build and how to turn the events on. Also fixes a broken link to the hpx.tracing ini section.
cmake_variables.rst.in: the Amplifier_ROOT entry now describes the ITT API instead of Intel Parallel Studio.
launching_and_configuring_hpx_applications.rst: adds the hpx.use_itt_notify setting.
libs/core/tracing/docs/index.rst: replaces two non-ASCII dashes.
Any background context you want to provide?
The Tracy details were checked against the Tracy v0.14.1 source and manual (the version HPX fetches by default) and against the HPX source. They have not been checked with a live capture yet.
Still to come, in separate PRs:
Screenshots of the Tracy timeline.
The suspension zone on fiber rows and the performance counter plots. Both are left out for now because each needs a fix in the Tracy backend first.

Review comments at @docs/sphinx/manual/profiling_and_tracing.rst:
- Line 240: Qualify the fiber-row statement so it applies only to non-stackless
tasks, consistent with the preceding section’s description of
thread_stacksize::nostack. Update the sentence beginning “Each task also runs on
a fiber row” to say “Each non-stackless task...” or “Each task with a Tracy
zone...”.
- Line 122: Update the Tracy viewer build instructions around the git clone
command to state that its tag must match HPX_WITH_TRACY_TAG; clarify that
v0.14.1 applies when the setting is unset or uses its default, and that users
should substitute their configured tag or branch otherwise.
- Around line 216-230: Restore the scheduler-zone call-stack guidance near the
scheduler-zone description in “Reading the timeline”: clarify that captured call
stacks show the same scheduler-dispatch path for every task, so readers should
use the zone name and phase to identify the work.
