This builds on #7926 (and through it on #7925), so its base is task-size-runtime; only the last commit belongs to this PR.
Actions can now carry a task size, so the threads that run them get the same scheduling hint as local tasks created from sized functions. There are two ways to give an action a size:
An action that binds a function given a size gets that size, for instance HPX_PLAIN_ACTION(hpx::small_task(&f), f_action). This works through a specialization of action<sized_function<TF, Size>, F, Derived> and needs no new macros.
Any other action can be given one with HPX_ACTION_HAS_TASK_SIZE(action, size), which specializes the new trait hpx::traits::action_task_size<Action>. It overrides the size of the bound function.
The receiving locality creates the thread from the action type, so the size is known there statically and nothing is added to the parcel. post_helper stores it in the schedule hint of the threads it creates, and local hpx::async of an action passes it on through action_invoker.
Because the size is a property of the action type, HPX_ACTION_HAS_TASK_SIZE has to be visible wherever the action is invoked or registered; the docs say to place it next to HPX_REGISTER_ACTION_DECLARATION in a header.
The new unit test action_task_size counts the sizes a scheduler sees for plain, sized, overridden, direct and component actions, both for hpx::async and hpx::post.
The docs in executors.rst describe both ways and where the macro belongs.

Summary
Summary by CodeRabbit
New Features
Actions can use task-size classifications inferred from their bound functions or assigned explicitly. Scheduling honors the configured size, including when an explicit assignment overrides the inferred value.
Task-size classifications are applied when actions are scheduled through asynchronous calls and posting.
Documentation
Added guidance and examples for assigning task sizes to actions, including notes on where the assignment must be visible for consistent behavior.
Tests
Added coverage for task-size classifications across action types and scheduling methods.
This change adds action task-size traits and assignment mechanisms. It propagates the selected size into action scheduling hints and adds tests and documentation.
Adds an action task-size trait and accessor. Sized functions expose their size, and HPX_ACTION_HAS_TASK_SIZE assigns a size to an action.
Propagate sizes to scheduling hints libs/full/async_distributed/include/hpx/async_distributed/detail/async_implementations.hpp, libs/full/actions/include/hpx/actions/post_helper.hpp
The action invoker selects the action’s configured size or the supplied fallback. Both call_async overloads set the selected action size in the scheduling hint.
Test and document action task sizes libs/full/actions/tests/unit/action_task_size.cpp, libs/full/actions/tests/unit/CMakeLists.txt, docs/sphinx/manual/executors.rst
Adds tests for task-size traits and scheduling across action types. Documents assignment methods and the precedence of the action macro over hpx::with_task_size.

An action that binds a function given a size with hpx::with_task_size
(for instance HPX_PLAIN_ACTION(hpx::small_task(&f), f_action)) takes
that size from the action<sized_function<...>> specialization. Any other
action can be given one with HPX_ACTION_HAS_TASK_SIZE, which specializes
hpx::traits::action_task_size and belongs next to
HPX_REGISTER_ACTION_DECLARATION in a header.
The receiving locality creates the thread from the action type, so the
size is known there statically and nothing is sent with the parcel.
post_helper stores it in the schedule hint of the threads it creates and
local async of an action passes it on through action_invoker.

Major · Stability & Availability · Quick win
Allocate a counter for task_size::large.
created_with has indices 0–3, but task_size::large has value 4. The first check_sizes call reads created_with[4] while recording large_before. The test therefore has undefined behavior before it checks any action. Size the array to include every task_size value used as an index. (raw.githubusercontent.com)

Right, thanks. The test predates the nano size, which moved large to 4, so check_sizes() reads past the end and create_thread() writes past it for every large thread. I'll size the array to 5 entries, as the other task-size tests (task_size_hint.cpp, task_size_checks.hpp) already do.
