test shutdown with a remote activity observer - #7895
#7866 stops tidy() from waiting on a remote activity agent during shutdown. Nothing in the tests actually shuts down with an observer registered on another locality.
supervision_tidy_remote_shutdown does. It registers the observer on the other locality, publishes started there so tidy() has a target to remove, and leaves the observer registered. The callback returns true. A hang shows up as a test timeout.

📝 Summary
Summary by CodeRabbit
Tests
Added coverage for shutdown behavior when an activity observer is registered on another locality. The test checks that a published activity event is applied and that the observer receives a notification. It skips when another locality is unavailable and runs with two localities and four threads per locality, with a 120-second timeout.
The change adds a supervision unit test for remote activity observer publication. The test registers an observer on another locality, publishes a started event, and checks that publication was applied and the observer received a notification.
Changes: Remote Observer Shutdown Test
Layer / File(s)
Summary
Remote shutdown observer test libs/full/supervision/tests/unit/supervision_tidy_remote_shutdown.cpp, libs/full/supervision/tests/unit/CMakeLists.txt
The test skips when fewer than two localities are available. Otherwise, it registers a remote observer, publishes a started event, and checks the publication result and notification. CMake configures the test for two localities, four threads per locality, and a timeout of 120.
TheHPXProject/hpx#7866: Changes remote activity-agent handling during tidy() and shutdown, which the test exercises.
Merge Risk: Minimal · up to 381ed
The test now skips successfully when a remote locality is unavailable. No outstanding merge-blocking issue is established.

Thanks for adding coverage for this. A few points:
Does this test fail without don't wait on remote activity agents while shutting down #7866? Before don't wait on remote activity agents while shutting down #7866, tidy() ran in post_main(), which on locality 1 runs right after its empty hpx_main returns, so most likely before the observer and the target are registered there; the test would pass then as well. With don't wait on remote activity agents while shutting down #7866, tidy() sets tearing_down_ first, so the remote agent is dropped without being notified at all. And if only the remote-agent part of don't wait on remote activity agents while shutting down #7866 were reverted (keeping tidy() at pre-shutdown), I'd expect the notification to still complete, as locality 0 is in pre-shutdown as well and still runs new threads. Could you check whether the test hangs or fails with the remote && (tearing_down_ || is_stopped_or_shutting_down()) condition in fire_activity_event() removed? If it doesn't, the test is a smoke test for shutting down with a remote observer registered (which is still useful), and the comment and the PR description should say that rather than calling it a check for the hang.
With a single locality (for instance when networking is disabled, as CodeRabbit points out), HPX_TEST(localities.size() >= 2) fails the test. The other supervision tests that use LOCALITIES 2 loop over hpx::find_all_localities() and pass with one locality. I'd rather return early without failing (maybe printing that the test was skipped) than gate the test in CMake, so that it stays consistent with the others.
Once there are at least two localities, other can't be hpx::invalid_id, so the second check and early return can go.
As the only failure this test can detect is a hang, a TIMEOUT in supervision_tidy_remote_shutdown_PARAMETERS (for instance 120 seconds) would keep a regression from blocking CI for the default 1500 seconds, as CodeRabbit suggested.

Thanks for the changes, points 2 to 4 are addressed. One thing is left from point 1, which CodeRabbit raises as well: the comment still says that tidy() notifies the remote observer during shutdown, but it doesn't. tidy() sets tearing_down_ first, and fire_activity_event() then treats the agent (which lives on locality 0, while the target and tidy() are on the other locality) as unreachable and drops it without calling it. So what the test exercises is that shutdown completes while a remote agent has to be dropped, and the callback is never invoked during shutdown, which also makes the last sentence of the comment ("pre-shutdown can invoke the callback after this function has returned") inaccurate. Something like this would describe it:
// Smoke test: shut down while an activity observer is registered on another// locality that tracks a target. The observer's agent lives here// (create_activity_agent() uses local_new), so for tidy() on the other// locality it is a remote agent: tidy() removes the target and drops the agent// without notifying it (see fire_activity_event()). Without a tracked target,// tidy() would have nothing to remove, so publish a target on that locality// and leave the observer registered.
The PR description should then say that this is a smoke test for shutting down with a remote observer registered, rather than that a hang would show up as a timeout: with the current code there is nothing that waits for the remote agent, and as far as I can tell the test would also pass if the remote check in fire_activity_event() were removed, as locality 0 still runs new threads during pre-shutdown.
