CI: Fix cancellation workflow API flags, permissions, and filters - #7228
This is a follow-up to #7205, which added the cancel-ci label and the /cancel-ci comment to cancel the running workflows of a PR. For PRs from forks it found no runs to cancel: it selected the runs by pull_requests[].number, but the GitHub runs API leaves pull_requests[] empty for runs of PRs from forks.
Changes
The runs are now selected by the PR's head commit: gh pr view gives the head commit, and gh api --paginate "/repos/$GH_REPO/actions/runs?head_sha=$HEAD_SHA&per_page=100" lists its runs. Every run that is not completed, except the current one, is cancelled. This works for PRs from forks and from branches of this repository alike.
GH_REPO is set, so that gh finds the repository without a checkout.
set -euo pipefail makes the step fail on errors.
The two local runtime workflows (Linux and Windows) and the DCO check get the concurrency group with cancel-in-progress: true that the other PR workflows have, so that their runs for earlier commits of a PR are cancelled on a new push as well.
Only the runs of the PR's latest commit are cancelled. The runs of earlier commits are already cancelled by the concurrency groups of the workflows (cancel-in-progress).
Testing
issue_comment and pull_request_target workflows run from the default branch, so this can't be exercised from the PR itself. The selection was checked against the runs of this repository with the same gh calls: for open PRs from forks, all runs have an empty pull_requests[], so the previous query matched none of them, while the head_sha query returns exactly the runs of each PR's head commit, including the active ones. Cancelling the runs and removing the label is unchanged from #7205.

Pull request overview
Follow-up fixes to the manual CI workflow cancellation automation (introduced in #7205) to address GitHub CLI/API limitations encountered in production and make the cancellation tool reliably operational.
Changes:
Replace unsupported gh run list --pr usage by first resolving the PR head branch and filtering runs via --branch.
Expand workflow permissions to allow label removal (issues: write) and fix self-exclusion in jq by casting CURRENT_RUN_ID to a number.
Increase gh run list pagination limit to capture more active runs (--limit 200).
@arpittkhandelwal would you mind clarifying this, please?
,
Yes, I’ve tested the logic locally using the gh CLI and validated the API queries and filtering behavior with different scenarios.
Since this workflow depends on GitHub Actions runtime context, full end-to-end validation is limited outside CI.
However, the core logic and API interactions have been verified independently.

How do we verify the PR does what it promises, then? Could you test it on your own repository?

Thanks for following up on this. Replacing gh run list --pr is needed (gh run list has no --pr flag, so the workflow on master can't work), but the new filter doesn't find any runs for PRs from forks, and almost all HPX PRs come from forks.
The runs API leaves pull_requests empty for runs of PRs whose head branch is in a fork. I checked this on the current runs of #7787 and #7782 (both from forks): all of their runs, including the Cancel Workflows runs, have pull_requests: []. With this PR, /cancel-ci would print "No active runs found to cancel." for those PRs.
The workflow has no checkout step, so gh can't determine the repository from a git remote. gh run cancel and gh pr edit (and gh pr view below) need GH_REPO to be set (or --repo). This is already a problem on master.
The query only looks at the 100 most recent runs of the whole repository and doesn't paginate (Copilot pointed this out as well).
I'd suggest selecting the runs by the head commit of the PR. The head_sha filter works the same for forks and for branches in this repository, and it limits the result to the runs of this PR, so pagination is cheap:
- name: Cancel Workflow Runsenv:
GH_TOKEN: ${{ secrets.GITHUB_TOKEN }}GH_REPO: ${{ github.repository }}PR_NUMBER: ${{ steps.context.outputs.pr_number }}CURRENT_RUN_ID: ${{ github.run_id }}run: | set -euo pipefail echo "Cancelling runs for PR #$PR_NUMBER..." # The runs API leaves pull_requests[] empty for PRs from forks, so # select the runs by the head commit of the PR instead. HEAD_SHA=$(gh pr view "$PR_NUMBER" --json headRefOid --jq .headRefOid) RUN_IDS=$(gh api --paginate \ "/repos/$GH_REPO/actions/runs?head_sha=$HEAD_SHA&per_page=100" \ --jq '.workflow_runs[] | select(.status != "completed" and .id != (env.CURRENT_RUN_ID | tonumber)) | .id')
The rest of the step can stay as it is. This only cancels runs for the latest commit of the PR. Runs for older commits could be included by filtering on head_branch and head_repository.full_name instead, but I don't think that's needed.
Please update the PR description: issues: write and the tonumber fix are already on master, so this PR only changes the run query and adds set -euo pipefail.
Please test this on your fork before we merge it: enable Actions there, create the cancel-ci label, open a PR between two branches of your fork, and check that both the label and a /cancel-ci comment cancel its running workflows (and that the label is removed afterwards). With the head_sha filter, a PR within your fork exercises the same code path as a PR from a fork.
The runs API leaves pull_requests[] empty for workflow runs triggered
by PRs from forks. The previous query filtered by pull_requests[].number,
so /cancel-ci always printed "No active runs found." for fork PRs --
which is where almost all HPX contributions come from.
Fix: resolve the PR's headRefOid via `gh pr view`, then query
`/actions/runs?head_sha=<sha>` with `--paginate`. This works
identically for same-repo and fork PRs. Also add GH_REPO so gh
commands resolve the repository without a checkout step, and add
`set -euo pipefail` for strict error handling.

Automated pull request workflow cleanup now also supports contributions from forked repositories, checks beyond the most recent 200 runs, and avoids canceling the currently executing run.
Linux, Windows, and sanity-check workflows now cancel an in-progress run when a newer run starts for the same workflow and Git ref.
These changes help keep workflow runs current and reduce overlapping checks.
The pull-request run lookup now queries Actions runs by the pull request head commit. Three workflows also use workflow-and-ref concurrency groups that cancel an in-progress run when a new run starts in the same group.
Changes: Workflow run cancellation
Layer / File(s)
Summary
Head-commit run lookup .github/workflows/cancel-workflows.yml
The workflow uses a paginated Actions API query to find non-completed runs for the pull request head commit. It excludes the current run, supports fork-originated pull requests, and sets GH_REPO with strict shell error handling.
CI cancellation may find no runs to stop for either cancellation trigger; use the pull request’s synthetic merge commit SHA before merging.

@hkaiser Thanks for the detailed review and the suggested approach.
I've updated the PR with the head_sha-based query as you suggested:
gh pr view "$PR_NUMBER" --json headRefOid retrieves the PR's head commit.
gh api --paginate "/repos/$GH_REPO/actions/runs?head_sha=$HEAD_SHA&per_page=100" replaces the pull_requests[].number filter — this works for both fork PRs and same-repo PRs.
GH_REPO: ${{ github.repository }} added so gh resolves the repo without a checkout step.
set -euo pipefail added.
Regarding testing: I plan to verify this on my fork by enabling Actions, creating the cancel-ci label, opening a PR between two branches of the fork with a sleep 300 dummy workflow, and confirming both the label trigger (with label removal) and the /cancel-ci comment trigger work correctly. I'll share the run links once done.
The PR description has also been updated to clarify that issues: write and the tonumber fix are already on master from #7205 — this PR only changes the run query and adds strict error handling.
The local runtime workflows (Linux and Windows) and the DCO check had no
concurrency group, so their runs for earlier commits of a PR kept going
after a new push. Use the group and cancel-in-progress setting of the
other PR-only workflows.

@arpittkhandelwal Thanks, the workflow change looks good. I've updated the PR description to match the current change and checked the run selection against the runs of this repository instead of on a fork: for the open PRs from forks, all runs have an empty pull_requests[] (so the previous query matched none of them), while the head_sha query returns exactly the runs of each PR's head commit, including the ones still running. Since cancelling the runs and removing the label is unchanged from #7205, no fork test is needed anymore. I've also pushed a commit that adds the concurrency group with cancel-in-progress: true to the three PR workflows that didn't have it yet (the two local runtime workflows and the DCO check). The failing Jenkins checks are unrelated to this change; please merge or rebase onto master so that they rerun.

Filter by the pull request’s synthetic merge commit.
headRefOid is the contributor branch SHA. Runs triggered by pull_request use the synthetic merge-branch SHA as GITHUB_SHA, which the workflow-runs API uses for head_sha. The query can therefore return no intended runs for both same-repository and fork-originated pull requests.
Use potentialMergeCommit, which GitHub defines as the generated commit used to test whether an open pull request can be merged:

@coderabbitai The outside-diff finding on cancel-workflows.yml:61-64 (filter by potentialMergeCommit) doesn't apply: GITHUB_SHA of a pull_request run is the merge commit, but the run's head_sha in the workflow runs API is the head commit of the PR branch, which is what head_sha= filters on. Checked on this PR: head_sha=7b7320f5f8 (headRefOid) returns all 50 pull_request runs of the current head, while head_sha=013a2a3384 (potentialMergeCommit) returns none. The query stays as it is.
@hkaiser You're right. I conflated GITHUB_SHA for a pull_request run with the workflow runs API's head_sha.
The query in .github/workflows/cancel-workflows.yml uses headRefOid correctly. Your API checks confirm that it selects the PR head's runs, while potentialMergeCommit selects none. I withdraw the outside-diff finding. No query change is needed.

Learning: Within repository "TheHPXProject/hpx", only for files matching one of [".github/workflows/cancel-workflows.yml"]: When reviewing PR run selection in .github/workflows/cancel-workflows.yml, check the workflow runs API's head_sha filter against the PR branch head SHA obtained from headRefOid. Do not recommend potentialMergeCommit merely because GITHUB_SHA for a pull_request run identifies the synthetic merge commit; these values have different meanings.
