  Measurements v0.1 cannot make: ordinal rows, batched requests, and corrections beyond a single global temperature. ORDERING: #3 comes first. Everything else in this milestone assumes the local arm actually works, and it has never run outside the test suite. Running it may also change what #4 needs, because the residual shapes that justify a per-label fit are currently only observed on a seeded mock.
