catalog: normalize format names

• JPEG (nasa-image-video-library) vs JPG (texture-ninja)
• GLB without glTF on the three 3dmodelscc0-* entries and quaternius-universal-animation-library 1 and 2, so a glTF filter misses them
• glTF KHR_draco (google-draco)
• ktx and ktx2 both on ktx-software
• Godot vs godot-project
• GPL on lospec means GIMP palette but reads as a licence (use gpl-palette)

Fix: define a canonical format list (like license-vocabulary.json) and check against it.

Partly done in #49: JPEG to JPG, godot-project to Godot, glTF KHR_draco to glTF, GPL to gpl-palette on lospec, glTF added beside GLB on three entries whose pages show it. Kept on purpose: ktx and ktx2 (two formats), and GLB alone on 3dmodelscc0-city and -guns (their pages do not name a format). Still open: a canonical format list with a check.

Done in #51. site/format-vocabulary.json is the closed list of formats (117 values); V20 rejects anything else. Its groups drive the new Format filter. Kept as #49 decided: ktx and ktx2, and a bare GLB where the page names no format.
