• Adds tfmcweb.discord.bypass so Survival players with that permission are not gated when they have no Discord link.
• Players without the permission still need a link and guild membership to play Survival.

Test plan

• Confirm TFMC Dev enables TFMCWeb after this jar is installed.
• An unlinked Survival player without the permission stays frozen.
• An unlinked Survival player with tfmcweb.discord.bypass is not frozen.
