The release workflow in CLAUDE.md requires the version footers in the governance docs to ride the fw bump; they had been stale since fw-4.37.0 (missed by 4.38.x and 4.39.0). Updates all fifteen EN/ES/ zh-CN copies ahead of the fw-4.40.0 tag.
