fix(ui): keep reset credits readable in narrow provider cards

Summary

• The Codex reset credit pill no longer wraps letter by letter in the narrow Unified ring card.
• When the header row has room (individual views, wider cards), the pill stays beside the update time. Otherwise the full label moves to its own line below it.
• The choice reserves the widest update-time text, so the header does not jump between "now" and "12 min ago".
• The provider title is limited to one line, and the pill no longer makes the header row taller.
• Adds a tooltip and accessibility label ("1 limit reset available").
• Prepares version 1.5.1 (build 8).

Verification

• make ci-check: 335 tests, 3 opt-in skips, 0 failures.
• New ResetCreditsBadgeRenderingTests check wide and narrow cards in English and Spanish, in ring and standard styles, with 1/3/12/120 credits and update ages of now, 12 min and 59 min.
