Follow-up to #49.

• Removes 7 empty "Path..." headings left after the path cleanup (Bellenguez, ROSMAP PCC eQTL and sQTL, snRNA-seq pseudo-bulk) and adds a pointer to the Synapse IDs under 11 other emptied sections (ROSMAP AC pages and the QTL template). 11 headings that were already empty before Sync staging YAML with Synapse #49 are unchanged.
• The side menu showed the QTL folders as Eqtl, Sqtl, Caqtl and so on, because Hugo derives the title from the folder name. hugo_generator.py now sets the title to the type in lowercase followed by QTL (eQTL, sQTL, mQTL, pQTL, caQTL, gpQTL, haQTL, metQTL). To check after the deploy: open the QTL section of the site and look at the left menu.
