All checks run from the install itself. A probe from a second location (another Pharos install, or a tiny agent) would tell "our server is down" from "our network is down". Design sketch: a remote install registers with an API token and posts results for components marked source = upstream; the status shown is the worst of the locations, with the location named in the incident.
