Add SLA target configuration, breach detection, auto-resolution and credit issuance to the shared MonitoringService, with new types/exports, a transaction health dashboard hook, unit + benchmark + integration tests and docs. Extend the theme system with export/import, light/dark variant pairs and accessibility/CSS-variable derivation; add SlaDashboard tests and expo test mocks.
