- 新增 AGENTS.md：面向用户的输出使用简体中文；自动化只能建分支、推送、开 PR、 等 CI，不得合并 pull request、不得直接推送 main、不得关闭或放宽分支保护； 并写明离线测试与实机回归的验证要求 - CONTRIBUTING.md 补充「分支保护与合并归属」一节：main 需要 PR 与四个 offline 状态检查，禁止强推与删除，管理员同样受约束；说明单账号下审批数暂为 0 的原因， 以及加入第二个账号后改成 1 才能让「只由所有者合并」成为技术闸门 - 对应的 GitHub 分支保护已通过 API 启用（enforce admins、必需状态检查、 禁止强推/删除、必须解决会话）

目的
把「合并进 main 必须由仓库所有者完成」写成仓库规则与 GitHub 侧的保护，而不是依赖口头约定。
本 PR 内容
AGENTS.md：自动化在仓库内只能创建分支、提交、推送、开 PR、等 CI；不得合并 pull request、不得直接推送main、不得关闭或放宽分支保护；并写明语言与验证要求（离线测试 + 对应实机回归，按事实记录失败）。CONTRIBUTING.md新增「分支保护与合并归属」：说明main需要 PR 与四个offline必需状态检查、禁止强推与删除、管理员同样受约束；并说明单账号下审批数暂为0的原因——GitHub 不允许作者批准自己的 PR，现在设成 1 会让所有合并死锁；加入第二个账号（或让自动化使用独立账号）后改成1，这一条才会从约定升级为技术闸门。已在 GitHub 侧生效的保护（本 PR 之前已通过 API 启用）
