What changed

• adds a root-level one-click Build Installer.cmd launcher
• prompts for major, minor, or patch version increments
• synchronizes version metadata across npm, Cargo, and Tauri files
• generates release notes from commits and uncommitted changes
• builds and stages a versioned Windows setup executable transactionally
• displays the packaged application version in the UI

Why

Installer regeneration previously required several manual commands and version edits. This makes the release build repeatable and accessible from a single root-level launcher.

Validation

• npm.cmd test — 114 tests passed
• cargo test — 16 tests passed, 1 environment-dependent acceptance test ignored
• npm run typecheck — passed
• npm run build — passed
• focused Biome checks — passed
• produced and inspected Grill Progress Tracker_0.1.1_x64-setup.exe
