#1102 was merged into the stacked base branch ci/parallel-test-sections after #1101 had already landed in dev, so its changes never reached dev. This PR brings them over; it is the same content as #1102:

  • ci.yml: tests and analysis choose their runner via the CI_RUNS_ON repository variable (default ubuntu-latest); pull requests from forks always run on GitHub-hosted runners. On self-hosted runners the apt step is skipped and flutter test uses --concurrency=2. Builds and release.yml stay on GitHub.
  • scripts/ci/setup-runner.sh, docs/ci-runners.md.

The four runners querya-ci-1..4 are already registered and online. Merging this changes nothing until CI_RUNS_ON is set.

Tests and analysis pick their runner from the CI_RUNS_ON repository variable
(default ubuntu-latest); pull requests from forks always use GitHub-hosted
runners. Add scripts/ci/setup-runner.sh to prepare a machine and register
runners, and docs/ci-runners.md.
