Add test cases covering ConnectivityMonitor.GetAllDevices behavior: - Verify empty list returned when no devices are tracked - Verify all tracked devices returned after AddDevice calls - Verify remaining devices returned after RemoveDevice call - Verify GetAllDevices returns a snapshot List instance protecting internal collection state
