Every publish since audioinstruments and audioeffects 0.5.0 failed at pins.py lock: pydevices v0.7.8's lib-lock.json still names PyDevices/audiocomponents for both, and pins.json names their new repositories, so the guard against a mismatched repository stopped the build.

pins.json entries can now list formerly repositories. When the root's lock names one of those, lock writes the new repository and the pinned tag; any other mismatch is still refused. audioinstruments and audioeffects list PyDevices/audiocomponents.

Tested: the unit tests, with two new ones for the former-name case and a refused mismatch; and the publish job's steps by hand (fetch, lock, libbuild, verify) against the current pins, which builds the whole index and verifies it, with audioinstruments 0.5.0 and audioeffects 0.5.0 from their own repositories.
