chore(guardrails): Temporarily disable Guardrails tab

Summary

• Disable the Guardrails tab for now because the frontend and backend changes are not in sync. There are several ongoing changes on the Guardrails side, and the flow has also changed, we now call the Kaapi backend first, which then calls the Guardrails service, instead of calling the Guardrails service directly. We can re-enable the tab once the changes are fully synced to avoid unnecessary UI breakages.
