Evaluation: Improve dataset creation flow #140

Describe the current behavior

• Primary actions like “Create Dataset” and “Cancel” are placed far from the form, making the flow less intuitive and increasing unnecessary cursor movement.
• The layout places the dataset creation panel without clear visibility of existing datasets.
• Users do not get proper context of what already exists before creating new datasets.

Describe the enhancement you'd like

• Move primary action buttons (e.g., “Create Dataset”, “Cancel”) closer to the form inputs for a more natural and efficient workflow.
• Update the layout so that:
  • Existing datasets are listed on the left side
  • Dataset creation panel is on the right side
• Ensure consistency across all similar screens (datasets, evaluations, configurations).
• Align layout with natural left-to-right reading flow to improve usability.

Outcome

• Improved UX with reduced cursor movement
• Better visibility of existing data before creating new entries
• More intuitive and consistent layout across the application
