Moves to tala-tooling 0.2 from Hackage, so the formatter reads what Tala 0.2.0 reads, conditional directives included, and carries the move to the Progmasoft Linking Exception, Version 2.0. Co-Authored-By: Claude Opus 5.5 <[email protected]>

Self-review: Version, changelog and the tala-tooling 0.2 bound are the only changes. Built and tested locally on Windows against the published tala-* 0.2.0 packages; CI is green with no first-party warnings in annotations or job logs (the only linker line is GHC's redundant -U on macOS). Scope matches a patch release: no user-visible behaviour changes. |

Moves to
tala-tooling0.2 from Hackage and sets the version.Self-review:
cabal build allandcabal test allpass locally against tala-tooling 0.2.0. The built tool reports the new version and accepts a source with#if os(Windows), which 0.1 could not read; a wrong system name gives TAP0046 from the new parser. Nothing blocks.
