Problem

Agents that read inbox ranking predictions can misread them, and nobody can measure if they use them.
The ordering description of inbox-reports-list names eight internal model heads that no tool or skill explains.
That list is hand-written, so it drifts from the public outcomes in public_outcomes.py.
Agents do not learn that readable: false means "treat this outcome with caution".
No event records ranking-aware list or outcomes calls, because $mcp_tool_call is value-free.

Changes

Agents now see only ranking_open, ranking_action and ranking_fix in the ordering description, with a pointer to inbox-ranking-outcomes-list.
The public ordering fields come from MODEL_HEAD_BY_OUTCOME, so a new public outcome needs one entry.
The internal heads and the ranking_fixed alias stay accepted but undocumented, for staff tools and saved URLs.
The inbox-exploration skill and the inbox-reports-list tool description now explain readable.
A new server-side event, signals_inbox_ranking_used, records ranking use from list and ranking_outcomes.

Note

List loads from the web and desktop inbox clients capture no event. Those clients already send inbox reports impressed with the sort, the ranker and the total count. Recommended is the default web sort, so these loads would double that data.

The properties carry no report content.
Mechanical: the regenerated OpenAPI types and MCP tool definitions change only the ordering description.

How did you test this code?

Ran the ranking tests in products/signals/backend/test/test_signal_report_api.py locally against the dev datastores.
The existing test_ranking_ordering_sorts_by_the_served_head_with_unscored_last still covers every accepted ranking field, including ranking_pr_merged and ranking_fixed.
Five TestSignalReportDeleteAPI tests fail locally on this branch and on unchanged master, so this change does not cause them.
Not run: repo-wide mypy.

Test rationale: test_list_captures_ranking_usage is new because no list test asserted analytics. It catches a missing event for MCP ranking calls, wrong alias resolution, and events for plain or web inbox loads. test_ranking_outcomes_without_a_readable_model gains an assertion that ranking_outcomes captures one event with its status.

This change refactors the signal-report ranking ordering fields to derive the public ones from MODEL_HEAD_BY_OUTCOME (keeping internal heads and the ranking_fixed alias accepted but undocumented) and adds a server-side analytics event, signals_inbox_ranking_used, recording ranking-aware list and ranking_outcomes calls.
