Moves tracecore.version from 1.8.0 to 1.10.0 (DirXMLTraceViewer 1.10.0), the version DirXMLDevWeb 0.76.0 uses. Released as 0.51.0.

What trace.view gains over LDAP:

• The vault's time (DirXMLTraceViewer#22 by @klasen, with Review fixes: multi-server deploy connections, shell-free gate checkout, ext-op TLS host check, and the rest of the 0.4.0 review #25): each line carries the time eDirectory reports for the event, not the time it arrived. A server that sends no time falls back to the local clock.
• Names with escapes (DirXMLTraceViewer#24, Welcome to DirXMLDev Discussions! #26): server and driver names such as cn=Smith\, John, and the check for which server a connection reaches.

1.9.0 only changed the desktop app. CI and bin/idm take the version from the pom; THIRD-PARTY.md is updated.

Checks:

• mvn -o clean install: 953 tests, 0 failures (11 skipped, as before);
• -Pidm.portable test passes;
• bin/ci-portable.sh: 71 tests OK;
• dependency:tree resolves trace-core 1.10.0.
