Problem and minimal fix

Native environment-template choice cards read localizedName, but the
ProjectTemplate resource does not implement the Catalog Template property.
The packaged QA browser confirmed two missing names and two blank cards after
render settled. This observation performed no resource writes.

Read the authoritative native resource name. Preserve the existing
name-dependent sorting, exact-ID selection, permissions, save lifecycle and
Catalog localization. A bounded consumer review found no other native
ProjectTemplate misuse; the Catalog Template consumers remain unchanged.

Regression and release scope

Four regressions extend the existing component unit and rendering suites:
real native model without an invented alias, labels/sorting, exact-ID native
click and selection after renaming, and the empty-list None fallback.
Existing environment capability and member-editing tests are unchanged.

Component version is 1.6.173. Dependency versions and the dependency graph are
unchanged; only the root package version and its reviewed lock baseline move.
README and the release note describe this candidate accurately.

Exact-source CI, immutable publication, packaged QA acceptance and Server
publication are separate gates. Historical HOLDs remain HOLD; this PR does not
claim the full permission/resource/locale matrix complete. No company
deployment, runtime patch, proxy, auth, MFA or backend change.
