Adopt the exact dependency diff from #61 on current main so required CodeQL checks run on a signed non-bot PR.
Only the two integration-test PyJWT pins change. No application, API, runtime configuration, published artifact, or protection rules change. The original PR remains open until this replacement passes and merges. Validation is limited to the dependency and build surface.
