Add numeric IPsec Overlay version 12 (visible version v0.3.10), using the publicly verified v0.14.38 runtime for exactly four image references. Preserve version 11 and all previous image inventory entries, firewall choices, XFRM namespaces, sidekicks and CNI ownership. The published runtime source is c143e9a5f21ba6df2d1c5002340c71777f875c89 and manifest digest is sha256:5b29e08dca8a92fc0ecc7f9d0fdae0457b89daa9d02b1c1c3257bc9dd617c3ae; digests remain verification evidence, not deployment references.
Ten reviewed paths only, based on e082033, exact tree 9b0ade5e9a32122afe3ae3674a5b312b9d936245.
