I put this change on cedd01d. The commit is 8456773. Its parent already has the PL-14 code, and this commit adds the flag refusal. The tree at the parent has the v4.3 contract, so the task is in the contract a verify reads. Pull request 39 was based on fe670fb. I closed that one.
