docs(roadmap): track the deferred TCP investigation - #62

Keep the first four qualifying snapshots and the latest four in each existing bounded history, preserving sampling and transport behavior. BREAKING CHANGE: opt-in tcp_kernel_sample_history records and the nested tcp_kernel_samples summary now declare schema 2 with first_4_latest_4 retention, sample ordinals and explicit policy metadata. Schema 1 raw histories remain tail-only evidence; consumers must interpret the recorded schema rather than relabel historical output.

Track the paused macOS 5,000-active-TCP-connection investigation in issue #61 and keep it out of the current framework completion work.
Update both roadmap languages with the canonical issue, the boundary between historical diagnostic formats, and the local-only evidence policy. No transport or benchmark behavior changes. No additional connection experiments ran.
Validation: Nimbus build and the affected canonical article bodies and Markdown exports passed; links and whitespace were checked.
