Adds a skill encoding the repository's ReSharper/Rider SDK upgrade recipe (ProductVersion/SdkVersion lockstep, Wave range re-verification, conditional toolchain and classpath fixes) and uses it to bump this plugin's SDK from 2026.2 to 2026.3-EAP2, falling back from the requested 2026.3-EAP3 since the matching ReSharper SDK NuGet package isn't published yet.
