F# document symbols select the doc comment, not the name #415

FCS widens a type's or module's NavigationItem.Range over its doc comment and attributes, and the F# sidecar passed it through as the LSP selectionRange. Revealing a symbol from the outline, breadcrumbs or Solution Explorer lands on ///, and a hover there answers nothing.

Repro: namespace N / /// A shape. / type Shape = | Circle of float → Shape's selectionRange starts at the doc comment line, col 0.

Found by the [TUTORIAL-OPEN-FILE] VS Code test on Windows CI (PR #413).
