default config: drop grayling presence for LARL (Lower Arrow Lake) - #242

Arctic grayling is an Arctic-drainage species; LARL is Columbia. The flag rests on four observations spanning 1954-1995, most likely mid-century stocking that never established or misidentification. Six such records across LARL, BULL and ELKR is a thin basis for modelling grayling habitat across a Columbia watershed group, and presence gates whether a species is modelled at all -- so the flag was producing a full grayling habitat and mapping_code layer for the Lower Arrow Lake system. Scoped to the `default` bundle only. bcfishpass carries gr = true for LARL upstream, so the bcfishpass bundle is left byte-identical to it rather than silently diverged; the two copies of this file are no longer the same. The upstream question is filed as NewGraphEnvironment/bcfishpass#14, and if that lands the bundles converge again. This file is hand-authored in link (`source: link (hand-authored)`, no `source: bcfp` in the files: block), so it is not on the weekly csv-sync path and the edit will not be overwritten. Checksum regenerated; both bundles verify 0/12 drifted.
