default config: drop grayling presence for LARL (Lower Arrow Lake)

Summary

Drops the gr (Arctic grayling) presence flag for LARL (Lower Arrow Lake) in the default config bundle. Grayling is an Arctic-drainage species; LARL is Columbia.

Surfaced while modelling LARL/KOTL/SLOC — lnk_pipeline_species() resolved GR for LARL, which would have produced a full grayling habitat and mapping_code layer for the Lower Arrow Lake system, since presence gates whether a species is modelled at all.

Six records across three Columbia-drainage groups, newest 1995 for LARL — most likely mid-century stocking that never established, or misidentification. The other ~80 gr = true groups are Peace, Liard, Yukon and upper Fraser, which is right.

Scope: default bundle only — deliberately

bcfishpass carries gr = true for LARL upstream, so the bcfishpass bundle is left byte-identical to it rather than silently diverged — it's the bundle we use for parity, and quietly changing it would shift parity numbers for LARL.

The two bundles previously shipped identical copies of this file; they now differ on purpose. If NewGraphEnvironment/bcfishpass#14 lands upstream they converge again.

Why this doesn't need an upstream PR first

This file is hand-authored in link — source: link (hand-authored) in the provenance block, and no source: bcfp in the files: block (unlike user_habitat_classification, user_modelled_crossing_fixes etc.). It is not on the weekly csv-sync path, so the edit won't be overwritten.

Verification

• Checksum regenerated; both bundles verify 0/12 drifted.
• lnk_pipeline_species(cfg, loaded, "LARL") → BT, WCT, RB (was BT, WCT, RB, GR).
• LARL/KOTL/SLOC modelled clean on this config into fresh_default.

Note regen_provenance.R also rebuilds both rules.yaml files, changing only a Generated: date comment. That churn was reverted so the diff is exactly two lines.
