I should probably revert those changes back to 3.11 since I'm merging this into develop, but then I can manually trigger a 3.10 build through actions tab. |

Introduce support for building and deploying multi-architecture Docker images for OpenStudio. This includes enhancements to the image tagging process and the merging of architecture-specific images into canonical multi-arch manifests. The changes ensure compatibility with both amd64 and arm64 architectures.
