Closes #825
Adds stable CLI JSON contract fixtures and regression tests, documents the contract policy, and updates CI enforcement. The branch also includes the pre-existing remote plugin compatibility commit that was present on the fork and was preserved during reconciliation.
Verification: cargo build was not run per the environment constraint.
