LIFT map-friendly columns and dev map config

Makes lift_supplemented_map easier to use in CARTO Builder and checks in the config for a dev copy of the LIFT Builder map, where we're trying Builder features before proposing them. The map under review and its table are unchanged.

• retypes Y/NULL flags to booleans, rlv_amount/siteprep_costs dollar text to numbers, and cd/council to text. cp_remediation stays text since the dictionary calls it a description and it holds values like "Requested". lift_supplemented.csv keeps DCAS's types, so the gdb layer no longer matches it column for column (FileGDB stores the booleans as 0/1)
• adds borough, is_lift_site, site_name, dcas_flags, community_district, cdta2020/cdtaname, and owned_leased/agency_owned_leased (13,711 owned, 34 owned and leased, 23 leased only, 476 with no agency use record). ahft from ADD POA (v2) and AHFT #2711 becomes a boolean, null outside the 59 districts AHFT ranks
• trims stray leading/trailing spaces from every text column in staging, DCAS's and the Public Sites fields, so the csv, gdb and map all get clean values (e.g. " STUYVESANT HIGH SCHOOL", " $384,202 ")
• collapses case and whitespace variants in redev_strategy and redev_priority to their most common spelling (84 to 80 and 24 to 23 distinct values)
• new community_districts_map model and gdb layer (new dcp_cdboundaries input) with each district's AHFT rank: 12 in the bottom 12, 47 ranked above that, 12 unranked. The map's council districts come straight from dcp_councildistricts since LIFT adds nothing to them
• data_issues.md logs moa_date's 2-digit years and Excel #### values (no other source to recover them from), redev_priority mixing time horizon, target quarter and strategy, blank juris on lots the City only leases, and the dictionary's wrong format for cd/council
• maps/ has the dev map's config, a script to create a new map from it, and a README on loading the data and pushing changes. Pushing the config back and creating a new map from it both reproduce the dev map exactly

CI builds pass and match the local checks: 14,244 lots, 324 LIFT sites, ahft true for 4,813 lots (39 LIFT sites), and a gdb with 14,199 lots (the rest have no geometry) and 71 community districts.
