Instructions for using a nightly build will not work for public users

I'm pretty sure that step to authorize access to "Microsoft" organization only works for organization members. What's the story for public nightly builds?

Also, why is "using nightly builds" part of the "quickstart". I don't think most folks will want to do this.

For other projects in dotnet we publish our packages to a public AzDo instance which does not require auth. That might be something to consider if GitHub packages don't work well.
