New compose used the legacy draft-opening sequence while Reply/Forward already used compound snapshot opening. This opts New into the same existing wrapper; Host138 supplies guarded optional-default handling with a fresh destination/source check before displaying the form. No Runtime authority guard is removed.
Adds bounded, content-free p50/p95 summaries at actual authority callback dispatch and real whole-operation cold/warm counters. Every provider, OAuth, external-image, commit and disclosure guard remains current; Send review stays unchanged.
Prepares Email30 / App11 / Runtime28 against Host138 (Deft #414). Both Kit alpha.42 archives and producer/provenance pins remain unchanged. App authority declarations are unchanged; the experience opts New into the existing seed capability.
Validation: 48 UI and 8 package tests, App build and provenance checks pass. Actual-client New/Reply/Forward fixtures cover plain, HTML and attachments, cold/warm paths, revocation/epoch/owner/replay/response-set boundaries and public-Kit sync. The isolated Runtime operation matrix passed after one contention-sensitive wall-clock retry; these fixture timings are not live acceptance evidence.
Live targets remain per-authority p95 <150 ms, cached Reply/Forward/New ready <2 s and a sync page <10 s. Visible verification, 30-minute checkpoint observation and one trusted no-diff zero-step upgrade remain pending coordinated release/deployment. No permission expansion.
