This adds
skills/refquiem/SKILL.mdfor coding agents and points the README at the new wiki, which now carries the tutorial, configuration, report, library and GitHub Action guides. The README's action example referenced an@v1tag that does not exist, so it now links the wiki's source-install workflow instead.A fresh library consumer of refquiem currently fails to compile. Cargo pairs
unicode-ident1.0.27 (Unicode 18) withunicode-properties0.1.4 (Unicode 17), andra-ap-rustc_lexerrejects mismatched Unicode versions at compile time. Our lockfile avoids this for the CLI, but consumers never see it. The manifest now capsunicode-identbelow 1.0.25 so every resolution stays on Unicode 17. The cap comes out onceunicode-propertiespublishes its Unicode 18 release (unicode-rs/unicode-properties#16, unicode-rs/unicode-properties#17).
