Remove 9 comment lines, add 1 back: 8 pure deletions (3 socket labels in lotus-server including one wrong label, 2 timer labels in lotus-engine, 2 restatements in lotus-state including one stale numbered heading, 1 globals header in lotus-utils) plus 1 rewrite of the misleading surrounding-text note to state the lag check. No code changed.
