Publishes the public API and ownership contract for the first hosted SMT4 runtime tracked by PTO-ISA/pto-spec#150 and LinxISA/SuperScalarModel#346.\n\n- Adds common/linx_group_runtime.h.\n- Exposes the header through common/pto_tileop.hpp.\n- Documents PE0-only libc ownership, worker symbols, static/static-PIE scope, and PT_INTERP rejection.\n- Adds C and C++ syntax contract tests.\n\nImplementation is provided by LinxISA/llvm-project#71; workloads only define __linx_group_worker_main. Packaging is provided by LinxISA/musl#14.\n\nValidation: make check passes, including 32 contract tests and both new header compile tests.
