…st declare theirs (4.4.0) S2 of the upgrade plan. doctor gains an `upgrade` check (count, ids, how many by hand, `node "$K" upgrade` as the fix), relayed by help, work and setup through the conventions' guard rails; setup check runs upgrade. A contract requires every CHANGELOG release from 4.3.0 on with a Breaking or Deprecated section to register a migration for that version or a NO_MIGRATION reason.
