chore: bump to 0.3.10-alpha.2 for the sb capability report - #33

The version constant and its pinning test move to 0.3.10-alpha.2, and the changelog records what that tag carries since v0.3.10-alpha.1: the sb:<cap> report in the hello and heartbeat, read from sb --json caps through an allowlist, and the runner no longer waiting on a child that keeps a timed-out sb call's output open. v0.3.10-alpha.1 is dated now that it is tagged. No compatibility floor moves. Tested: go test ./cmd/lattice-agent/; go vet ./...; gofmt; sh scripts/check-release-workflow.sh; sh scripts/test-install-integrity.sh.

Prepares the v0.3.10-alpha.2 prerelease: the version constant and its test move to 0.3.10-alpha.2, and CHANGELOG.md records PR #31 (sb: in hello and heartbeat from sb --json caps through an allowlist; the runner gives up on a timed-out sb call one second after its deadline). v0.3.10-alpha.1 is dated.
