Add CI with GitHub Actions (lint + tests) #1
Description
Add a GitHub Actions workflow that runs on push to main and on every pull request.
Acceptance criteria:
- Workflow runs on push and pull_request
- Installs requirements.txt on Python 3.11
- Runs ruff lint and a compile check
- Runs pytest when a tests/ directory exists
- Merge only after CI is green

Resolved by #3, which is merged:
mainhas the CI workflow (ruff lint and format check, then pytest) and the test suite. The latest run onmain(#38328768086) passed with Lint and tests executed. PR #2, the earlier attempt, was superseded by #3 and is closed. Closing.
