Should we compare sessionUser and SecurityManager.getSessionUser(request) and return null if they don't match?

Rationale
Some SAML configurations don't support
ForceAuthnreauthentication, which breaks ELN submit/sign workflows. This and the related PR add a SAML configuration option to skip reauthentication when signing. https://github.com/LabKey/internal-issues/issues/1400Related Pull Requests
