Chat entitlements built behind the EXISTING plan enforcement switch (app_config.billing_enabled): when not enforced nothing is limited or locked, so beta behaviour is unchanged. Matrix: chat_messages_per_month free 10 / lite 150 / pro 600 / selfhost unlimited; new feature ids chat_start_audit and chat_deep_tools (lite+). Counting: usage_events agent_type='chat_message' status='ok' per UTC month (BYOK writes no row = exempt). chatEntitlements.checkChatAllowance runs only in the platform-credential branch before the credit charge; fails open on lookup errors; denial = HTTP 402 {error, code:'chat_limit', used, limit, resetsAt, plan}. GET /api/chat/allowance for the meter. Deep tools (get_geo_status, get_audit_summary) removed from the model's tool list on free when enforced, with a 'needs a paid plan, do not guess' system note. Client: chat_limit -> calm message + lib/ui/unlockTrigger force-shows the unlock panel (clears dismissal) and opens the plans slide-over once; ChatUsageMeter 'N of 10 chats left' only when enforced on free. Pricing: 'Chat messages per month' row + two paid chat features. 19 new tests, 1938 total pass. Not verified live: Supabase count query, allowance route, meter, panel auto-open. Note: model-policy PR must not fall back on chat_limit (told that agent).
