Calls security-scan.yml of keel-linux/.github (gitleaks, bandit,
semgrep, shellcheck on hosted runners, no secrets) on pull requests,
pushes to master and by hand. Not a required check.

Baseline from a scan of master, none a risk: bandit finds nothing,
semgrep a useless cat, shellcheck 74 warnings of existing scripts
(word splitting of paths the scripts build themselves, arrays expanded
in log messages, sourced files), each justified in
.github/security-baseline.

gitleaks: the simplehttpd test's self-signed certificate and key (2015,
expired) and a placeholder Hub key are fixtures, allowlisted by path in
.github/gitleaks.toml; COVERAGE.md line 100 is a list of hook names,
ignored by fingerprint in .github/.gitleaksignore.
