An operator root names its own operator roots to the nodes that hold it as one. They are named roots: they sign admission evidence, name nobody, have no root-only power, and are dropped when their namer has a tombstone. Decided 2026-10-09 by the coordinator under the maintainer's delegation.

Amends decision 0048 for Keel-Linux/keel#99: operator roots and named roots, one hop, no root-only power for a named root, a named root dropped with its namer, and the roots-both-ways assumption corrected. Status: decided 2026-10-09 by the coordinator under the maintainer's delegation. Implementation: Keel-Linux/keel#115. Do not merge before #115.
