docs: decision note 0052, every release ships both formats - #55

Conversation
The maintainer decided on 2026-10-10 that every release of every appliance ships the .tar.zst and the ISO from the same build, and is published only when both pass their checks. The note records it, measures the boot set in the published Core template, and says how 0043 changes. The five points the proposal left open were approved the same day as recommended and are part of the decision: a boot layer per appliance used only by the ISO, UEFI as a gate from the first two-format release, the install to disk in the boot check once automated, .tar.zst only unsigned testing pre-releases until the ISO builder exists, and the 990 pin (tracker#23) confirmed before the first ISO.

Records the maintainer's decision of 2026-10-10: every release of every appliance ships the
.tar.zstand the ISO from one build, and is not published unless both pass their checks. Amends 0043.<app>-bootlayer that only the ISO uses, so the template drops it and 0016's "bytes its layers name" holds for both files..sha512/.asc,SHA512SUMS,MANIFEST, mirror and GitHub; the Proxmox index lists only the.tar.zst.The five points the proposal left open were approved by the maintainer as recommended and are now part of the decision (sections 2, 3, 6 and 8); the note has no open points.
