Package as 1.1.1+keel1 and correct the epoch measurement note - #3

The TurnKey archive package 1.1.1 is built without a changelog in the repository (the file is generated at build time and ignored). Track one so the fork builds with dpkg-buildpackage on the project build host, with the +keel1 suffix for a rebuilt package. pyproject.toml uses the setuptools backend, which Build-Depends did not list.

Problem: the build host ran upstream fab 1.1.1 from apt, so the SOURCE_DATE_EPOCH change on master was not in effect and the ISO still differed between runs. Diagnosis: the fork had no debian/changelog (it was gitignored) and nothing set a project version. Fix: add debian/changelog with 1.1.1+keel1 (BRIEF section 7 convention), add python3-setuptools to Build-Depends (the package does not build without it), and add a note to tests/README.md correcting the measurement quoted in the earlier commit: the 2026-09-22 hashes were of an empty squashfs; the valid measurement on a real tree is squashfs 47ed341d... (385,662,976 bytes) and ISO ab615ac6... (442,499,072 bytes), identical over two packings with this package installed. Serves BRIEF sections 5.4 and 7.
