Contributor HTTP requests could rewrite publisher discovery tags and receive an assembly lease response. Reject writes to frontier/work tags and assembly-lease requests before parsing their bodies, while preserving contributor action-cache writes and internal publisher advancement.
Validation: 17 focused tests passed, including a 20-run HTTP property verifying denied requests cannot create or replace publisher tags. Lint, typecheck, and the four-lane dev-cycle review passed. Installed exact HEAD globally and verified publisher bootstrap, denied operations, successful action-tag writes/reads, and unchanged coordinator state with a synthetic repository. PR CI runs the full suite.
